You will serve as a CONRACTING OFFICER REPRESENTATIVE in the BUSINESS OPERATIONS DIVISION, WHITE SANDS DEPARTMENT of NAVAL SURFACE WARFARE CENTER, located in White Sands, NM.
Duties
You will assist both the Contracting Officer (KO) and the technical codes in planning, soliciting, administering and exercising financial, programmatic and
technical oversight on contracts, SeaPort-e task orders and other procurements.
You will use technical systems and procurement knowledge to help technical customers identify and specify their contractual requirements and formulate the necessary procurement documents.
You will collect information for and presents briefings relative to procurement costs, schedules, quality and mission attainment.
You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
You will maintain required documentation to support monitoring Contractor performance, including status Reports, formal correspondence, invoice substantiation, monitoring contract deliverables, and issuance of Technical Instructions.
You will notify the contracting officer of any contractor performance issues and takes corrective action as appropriate.
You will document contractor performance on an annual basis and submit an annual assessment in the Contractor Performance Assessment Reporting System (CPARS) when required.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing procurements and monitoring contract performance for compliance with regulations and requirements.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a master's or equivalent graduate degree; OR
- Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
- Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
