About the Position: Serve as a Contract Support Specialist, for the Mission Support Contracts at the Army Test and Evaluation Command (ATEC) - WSMR. The Mission Support Contracts may include multi-year, multi-million dollar type contracts.
Management may select at any grade announced.
This is a developmental position GS09, GS11, GS12. At the full performance GS12. When you reach full performance, you may be converted to Acquisition Demonstration pay band NH-03.
Duties
Provide advice to Directors, Division Chiefs and Program Managers on all matters relating to the management functions of contracts and has responsibility for all phases of contract administration and management.
Assist as a subject matter expert in the initiation of new contract actions and processing of contract modifications arising from changes in mission requirements.
Perform the duties of a Contracting Officer's Representative (COR) as assigned by the organization.
Develop and maintain evaluation systems for the purpose of monitoring and assessing contractual performance for current and future funding requirements.
Provide cost breakdowns and supporting rationale to determine applicability and reasonableness.
Develop acquisition packages in support of a variety of high-dollar, complex services and supply contracts.
Responsible for all phases of contract administration and management.
Perform complex contract administration actions such as modification actions, termination actions, initiation of receiving reports.
Responsible for pre-and/or post-award contracting functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Required Level I Professional in Contracting within 36 months of appointment to position.
- This position requires Contracting Officer Representative (COR) training in accordance with DoD Instruction 5000.72
- or the incumbent must be able to complete training within 28 days of Type A COR designation or within 35 days of Type B or C COR designation, unless another specific timeframe is agreed to by the supervisor.
- Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.

Specialized Experience is defined as:
GS-09: One year of specialized experience equivalent to the GS-07 level in the Federal service which includes experience in performing routine procurement functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)
OR
Combining Education and Experience: Having some specialized experience (as described in the GS-09 qualifications), but less than one year; and more than one year but less than two years of education as described in B. The total must be at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience in performing contracting functions to procure supplies and services by contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)
OR
Combining Education and Experience: Having some specialized experience (as described in the GS-11 qualifications), but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience in performing contract functions for cost-type contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at this level.
