This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations (OSFLO), Business Operations Support Group (BOSG).
As a Management Analyst, GS-0343-13, you will serve as analyst who leads projects and coordinates, evaluates, develops, implements and enhance administrative issues with human resources, training, time and leave and administrative budget.
Duties
Serves as liaison on human resources issues between OSFLO, OBRHI, OSPR and/or EPRO Managers and the Office of Human Capital (OHC).
Conducts in depth research on issues and analyzes statistical data to develop studies and trend analyses related to sensitive and controversial issues.
Prepares summaries and/or option papers related to expenditures of funds to be used by Director/Deputy Director in making determinations
concerning distribution of available resources between competing requests.
Identifies best practices and provides OSFLO, OBRHI, OSPR and/or EPRO Managers with technical and analytical assistance in developing recruitment strategies.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Advising employees and/or management on human resources related statutes, regulations, policy, processes and/or guidelines; AND
(2) Collaborating with Agency human resources personnel on position management, recruitment strategies, and the development of budgets; AND
(3) Conducting analysis of human resources data and/or systems to develop recommendations on staffing, employee development, position management, benefits, employee relations, and/or time and attendance issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
