You will serve as a FINANCIAL MANAGEMENT ANALYST of NAVY-MARINE CORPS PUB HLTH CEN.

Duties

You will create formulations of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will review and evaluate budget requests, control, and reporting of obligations and expenditures. You will be analyzing and recommending costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will assist program managers and staff officials in interpreting the impact of and planning for financial/budgetary and program changes. You will implement legal and regulatory controls over approved budgets.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing funding documents that are required to initiate funding of command programs. Experience performing budget and accounting functions in the execution of the annual apportionment budget. Experience monitoring and tracking obligations and expenditures according to budget activity groups (BAGS), sub-account groups (SAGS), sub functional categories (SFC's) and elements of expense as programmed within the Annual Financial Plan of the command. Experience utilizing knowledge of guidelines as set forth in the Chief Financial Officer's act, Federal Appropriations Law, DOD Financial Management Regulations, BUMED financial directives. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related
