About the Position: This position is with the Defense Health Agency (DHA) Tidewater Market at the Navel Medical Center Portsmouth, Virginia under the Directorate of Resource Management - Financial Management serving as the Financial Management Analyst for the team performing a variety of advanced developmental assignments analyzing and interpreting functions associated with the management and control of resource funds.

Duties

Review the tracking and control of travel and training funds of the serviced organization. Utilize the Defense Travel System (DTS) to set up lines of accounting (LOAs), create/modify user profiles, establish/update DTS budgets, cross-organization of LOAs and reports. Perform in-depth analysis and handle complicated travel issues involving substantial corrective actions and/or complicated adjustments and resolves issues involving assessing unusual circumstances or conditions. Review, edit, and determine the propriety and cost effectiveness of funded travel requests. Analyze and develop methods to improve the accuracy, adequacy, and timeliness of information and systems used for the dissemination of travel data to managers at all organizational levels. Serve as the Primary Approving Official (AO) for the Government Purchase Card used to procure registration and training fees associated with Temporary Additional Duty (TAD) orders. Utilize Defense Medical Logistics Support System (DMLSS) and General Fund Enterprise Business System (GFEBS) for payment and processing of invoices for government purchase card and reconciliation of the government purchase card account. Research regulatory material to locate proper procedures for various financial transactions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires incumbent to obtain and maintain a Financial Management Level 1 Certification within 24 months of employment.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a Defense Travel Specialist, such as: Accounting or Budgeting. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. SPECIALIZED EXPERIENCE GS-09: One year of specialized experience which includes, 1) Advising travelers on policies and regulations related to utilization of travel card requirements; 2) Resolving travel card and/or travel pay related discrepancies; 3) Preparing transaction activity reports for inappropriate or misuse of government credit cards; and 4) Utilizing an automated travel system such as Defense Travel System (DTS) to input and retrieve travel data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a Defense Travel Specialist, such as: Accounting or Budgeting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
