About the Position: This position is located in the Naval Medical Center Portsmouth (NMCP) Travel Division under the direct supervision of the NMCP Travel Program Manager. The incumbent will serve as the Financial Management Analyst for the team and as the acting program manager during the absence of the Travel Program Manager.

Duties
Reviews the tracking and control of travel and training funds of the serviced organization.
Incumbent must perform in-depth analysis and handle complicated travel issues involving substantial corrective actions and/or complicated adjustments.
Analyzes, verifies accuracy, and initiates corrective action for workload execution.
Relates needs and accomplishments of the organization to anticipated and/or actual dollar figures in the budget.
Checks the accuracy, validity, and technical treatment of fiscal data in forms, schedules, and reports, or the legality and propriety of using funds for specific purposes.
Provides leadership to staff members in specific tasks and job techniques, and helps research complicated, non-standard, travel issues.
Serves as primary POC for complex Permanent Change of Station (PCS) travel orders.
Incumbent will serve as the primary Approving Official for Government Purchase Card registration payments required in conjunction with travel orders.
Incumbent will serve as the Primary Approving Official (AO) for the Government Purchase Card used to procure registration and training fees associated with TAD orders.
Incumbent will serve as a backup Agency Program Coordinator for the Individually Billed Account (IBA) government travel card.
Incumbent will serve as an approving official in the Defense Travel System (DTS), responsible for approving the payment of vouchers and travel authorizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires incumbent to obtain and maintain a Financial Management Level 2 Certification within 24 months of employment.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450,
- (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE GS-07: One year of specialized experience which includes: 1) Research and utilize policies and regulations related to the utilization of travel card requirements; 2) Research travel card and/or travel pay related discrepancies to assist in resolution; 3) Assist in the preparation of transaction activity reports for inappropriate or misuse of government credit cards; and 4) Utilize an automated travel system such as Defense Travel System (DTS) to input and retrieve travel data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a Defense Travel Specialist, such as: Accounting or Budgeting.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
SPECIALIZED EXPERIENCE GS-09: One year of specialized experience which includes, 1) Advising travelers on policies and regulations related to utilization of travel card requirements; 2) Resolving travel card and/or travel pay related discrepancies; 3) Preparing transaction activity reports for inappropriate or misuse of government credit cards; and 4) Utilizing an automated travel system such as Defense Travel System (DTS) to input and retrieve travel data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a Defense Travel Specialist, such as: Accounting or Budgeting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
