About the Position: This position is located at The Naval Medical Center in Portsmouth, VA in the Directorate of Resource Management, Budget. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Develop budgetary policies and practices. Implement legal and regulatory controls over approved budgets. Review budget requests and report of obligations and expenditures. Present budget estimates before authorities. Formulate budget and estimates to support plans, programs, and activities. Analyze costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Resolve a range of budgetary problems such as development of alternative methods of funding.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Lifting up to 25 pounds may be required.
  • You may be authorized to Telework on a Situational basis.
  • This is a DOD Financial Management position. Incumbent must complete training and meet requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For GS-11 Specialized Experience: One year of specialized experience which includes: review budget requests; report obligations and expenditures; provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
