About the Position: The Communications-Electronics Command (CECOM) Software Engineering Center (SEC), provides the software expertise to support command, control, communications, computers, intelligence, surveillance and reconnaissance, (C4ISR) as well as logistics, business and enterprise systems in the modern digital environment.
Duties
Plans, manages, and directs the administrative and/or technical work of the organization.
Directs programs in areas such as resource management, organizational planning, strategic/business planning, acquisition management or programmatic capacity.
Advise managers and technical staff on alternatives to achieve organizational, and manpower goals/initiatives.
Interviews and recommends selections for vacant positions.
Support programs such as human resources, manpower analysis, or training for the organization.
Coordinates with others within and outside the organization on program accomplishment and collaborative efforts.
Manages direct and reimbursable budget planning and execution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret clearance for the duration of employment.
- A one-year supervisory probation period is required unless requirements have previously been met.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- This is a Critical Acquisition Position (CAP). Acquisition Corps Membership is no longer required for Critical Acquisition Positions (CAP). CAP selectees must execute a 3-year tenure agreement.

Basic Requirement for Supervisory Management Analyst:
Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Support or assist personnel working in logistics, administration, or clerical functions; 2) Review strategic/operational aspects of administrative or mission-oriented programs (program examples include but not limited to: resource management, organizational planning, business planning, or acquisition management); AND 3) Apply program evaluation techniques to provide mission analysis, effects-based planning, or concept of support assessments.
This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11).

- About the Position: The Communications-Electronics Command (CECOM) Software Engineering Center (SEC), provides the software expertise to support command, control, communications, computers, intelligence, surveillance and reconnaissance, (C4ISR) as well as logistics, business and enterprise systems in the modern digital environment. The SEC Resources Division provides resource management in all budget / financial analysis, license acquisition, and human resource functions to support technical missions. Within the Resources Division, the Planning and Execution Branch Chief oversees all budget and financial analysis functions of the branch including direct and reimbursable planning of requirements and execution of funding.
- This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
