Duties

The Senior Advisor for Single Family Housing (SFH) serves as the principal advisor to the Deputy Assistant Secretary (DAS) and the Associate Deputy Assistant Secretary (ADAS) on SFH issues. The incumbent coordinates and manages initiatives within and across the Office's three program offices while handling a wide variety of assignments which often cross functional and organizational boundaries and deal with the full range of policies, issues, and concerns of the DAS and ADAS. MAJOR DUTIES AND RESPONSIBILITES Supports the DAS and ADAS in providing mortgage insurance programs for mortgages secured by new or existing single family homes, condominium units, manufactured homes, and homes needing rehabilitation. In addition, advises on reverse mortgage programs and Home Equity Conversion Mortgages for seniors. Identifies problems and trends within specific program areas and across the enterprise and designs, coordinates, and handles projects and initiatives that maximize the effectiveness of FHA programs; provides timely expert advice and guidance. Provides comprehensive analysis of needs and opportunities for policy or program enhancements; acts as lead and primary representative for the DAS and ADAS in the execution of high priority initiatives; anticipates, identifies, diagnoses, and consults on potential or actual problem areas relating to program implementation and goal achievement; analyzes effectiveness of new policies or procedures and develops appropriate modifications or revisions to improve effectiveness. Acts as a resource and subject matter expert for program offices and Home Ownership Centers in the development and administration of procedures to effectively implement new policy or programmatic initiatives; facilitates program office and Home Ownership Centers collaboration for the execution of program-specific and cross-cutting initiatives. Resolves problems and eliminates impediments that hinder the effective implementation of assigned functions or limit the success of initiatives and ensures satisfactory execution of DAS and ADAS directives. Provides coordination and leadership to ensure that the Office of Single Family Housing operates at an optimal level and in accordance with current policies and procedures established by the Department; maintains quality control over all assigned functions; and is responsible for the accuracy and timeliness of all decisions. Develops and cultivates strategic relationships with senior level contacts in assigned business areas to identify short and long-term customer needs and to identify and qualify new opportunities to advance Departmental goals and to increase FHA business.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below. All applicants are required to address each of the MTQ statements. Your responses must demonstrate possession of these qualifications, and be supported by your resume. Please provide thorough examples that are clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. You will not be considered for this position if you fail to submit qualification statements specifically addressing each MTQ requirement. Failure to meet any of the MTQs will eliminate you from further consideration. Each narrative must not exceed one pages per MTQ. Mandatory Technical Qualifications (MTQs): MTQ1 - Demonstrated experience with federal or private sector single family real estate and mortgage lending programs. MTQ2 - Demonstrated experience collaborating internally as an employee in single-family real estate and mortgage lending federal agencies or private companies to develop and administer policies and procedures to effectively implement programmatic initiatives. MTQ3 - Demonstrated skill in interacting effectively with the single family real estate and mortgage lending industry officials in local and state governments, federal government agencies, and with private interest groups. Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement.
