This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Executive Office, Workforce Support Team. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Workforce Planning Specialist Team Lead, you serve as a principal advisor to the Bureau of Health Workforce on all workforce matters.
Your major duties and responsibilities include:
Developing and advising on workforce requirements for complex programs.
Managing employee communication and feedback through such avenues as bureau all hands meetings, suggestion planning, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and intranet use.
Identifying and monitoring the organizational culture so that it supports the attainment of the bureau's goals and promotes employee satisfaction.
Designing, directing, and managing a Bureau-wide process of organizational development that addresses issues such as succession planning, superior workforce development, training development, performance management, key employee retention, organizational design, and change management.
Conducting analysis that identifies the current organizational competencies, staff demographics, and present employment trends.
Leading a process of organizational development that plans, communicates, and integrates the results of strategic planning for the organization.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Designing, managing, and evaluating workforce development and training programs to assess an organization's professional development and retention of federal employees.
AND
Conducting analysis to identify and assess workforce competencies, characteristics, and trends.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

ORGANIZATIONAL DEVELOPMENT CONSULTING - Partners with stakeholders to determine causes for performance gaps and identifies developmental solutions in an attempt to improve organizational effectiveness.
