Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As the Deputy Director for the Office of Planning, Analysis, and Evaluation (OPAE), you will support the Director by providing executive leadership in managing and directing the activities and portfolio of OPAE.
Your major duties and responsibilities include:
Providing executive leadership on day-to-day operational activities withing the Office of the Director, such as contracts, HR, and budget related issues.
Providing executive leadership and direction for the determination, development, promulgation and evaluation of substantive policies and procedures for OPAE activities.
Providing expert advice to the HRSA Administrator and other HRSA leadership on a broad range of program and management initiatives related to addressing Department or Agency priorities.
Providing day-to-day direction to senior staff involved in the development of Agency policy, program requirements evaluation standards, oversight, and regulatory compliance for programs.
Participating with the Director of OPAE, HRSA Administrator and other HRSA leadership in the development, implementation, and continuous evaluation of key Agency programs and the HRSA Strategic Plan.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
Providing technical leadership and oversight on federal administrative, management and/or operational regulations, policies, and requirements to ensure program goals, objectives adhere to federal regulations.
AND
Providing oversight and expert advice to key organizational officials and key stakeholders on variety of federal regulations, Executive Orders, policies, etc. that impact federal programs at an enterprise-level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

STRATEGIC PLANNING: Supports organizational goals and objectives in accordance with strategic and/or operations plans.
