This position is located in the Office of Direct Service and Contracting Tribes (ODSCT), Office of the Director (OD), with the Indian Health Service. The incumbent will be responsible for providing Agency leadership and advocacy for Direct Service Tribes (DST), specifically critically involved in the development of health policy, program management, budget formulation and resource allocation and advise on DST issues and concerns. This position reports to the Director of ODSCT.

Duties

Program/Policy Review and Support: Serves as an Agency expert on Tribal Self-determination and provides technical assistance to Tribal governments within the IHS and the HHS on the development and implementation of federal Self-determination policy, advancing the positions and interests of Tribal governments who are participating in the IHS Tribal Self-determination program. Program Management: Advocates within IHS and DHHS and is the agency's principle liaison with Indian organization, for advancing the position and interest of Direct Service and Contracting Tribes, participating in decisions by the Director, ODSCT and the Director, IHS, in all negotiations between a Tribal government and the IHS on Self-determination matters. Program Administration: Prepares regularly scheduled progress reports and special reports to Congress as required by statute, committee requests, and instructions; maintains frequent contact with Tribal leaders, Government agency heads, members of Congress, key Congressional staff members and the Office of Direct Service and Contracting Tribes, Department of the Interior, for formal briefings and to exchange information. Supervisory Responsibilities: Serves as a first level supervisor directing a staff and conducting activities to include, but not limited to: Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Evaluates work performance of subordinates; Give advice, counsel, or instruction to employees on both work and administrative matters; Interviews candidates for positions in the unit; recommend ??appointment, promotion, or reassignment to such positions; and, Hear and resolve complaints from employees, referring group grievances, and more serious unresolved complaints to a higher level supervisor or manager

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Miscellaneous Administration and Program Series 0301 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service as described in the vacancy announcement. Qualifying examples of specialized experience must include but is not limited to: Experience leading initiatives involving the review, evaluation, implementation requirements resulting from laws, regulations, precedents, policies and procedures applicable to Direct Service Tribes and self-determination activities codified in Titles I and V of the Indian Self-Determination and Education Assistance Act; AND, Experience leading initiatives involving the vetting and development of strategic plans, policies and procedures with stakeholders to address Direct Service and Contracting Tribes programs and matters requiring negotiation; AND, Experience coordinating and overseeing Direct Service Tribes and tribal self-determination award processes and funding allotments in support of grants and contracts. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
