You will serve as a HR SPECIALIST (HR DEVELOPMENT) in the LEARNING AND DEVELOPMENT DIRECTORATE of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS.

Duties

You will evaluate training effectiveness in meeting the identified needs and evaluate new learning approaches for a training program. You will build relationships with internal and external stakeholders, while providing advisory services related to strategic planning, organizational development, facilitation, and other performance improvement efforts. You will serve as a point of contact for various learning and development program initiatives. You will lead special projects for the Learning and Development Directorate, serve as a Training Administrator for the Waypoints Learning Management System, and provide event planning support. You will develop briefing materials for consideration and use by Department of the Navy's Office of Civilian Human Resources and headquarters activities and personally conduct briefings for senior leadership, as necessary. You will prepare comprehensive reports and materials related to human resources development programs.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-12 Level Requirements Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and performing numerous complex projects or tasks simultaneously; 2) Developing and executing workforce management program activities designed to meet the needs of management and requirements of the civilian workforce; 3) Creating and facilitating presentations for a workforce development program; and 4) Communicating effectively in writing and verbally to respond to inquiries, develop and/or deliver briefings, lead project teams, prepare correspondence, and develop instructions/standard operating procedures (SOPs). GS-11 Level Requirements 1) Assisting with complex projects and tasks simultaneously; 2) Supporting workforce management program activities designed to meet the needs of management and requirements of the civilian workforce; 3) Creating and facilitating presentations for a workforce development program; and 4) Communicating effectively in writing and verbally to respond to inquiries, prepare correspondence, and create presentations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-12 Level
  • There is no education substitution for the GS-12 level.
GS-11 Level
  • Ph.D. or equivalent doctoral degree, or
  • Three (3) full years of progressively higher level graduate education leading to such a degree, or
  • LL.M., if related
