You will serve as an HR SPECIALIST (HR DEVELOPMENT) in the LEARNING AND DEVELOPMENT DIRECTORATE of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS.

Duties

You will develop solutions to and plans for meeting customers identified training needs. You will determine equipment, manpower, facilities and other resource needs. You will provide advice and guidance on the operation, capabilities, use and continued maintenance of the automated training management systems in use. You will employ software applications in the design of instructional materials for multimedia initiatives such as the development of computer-based training. You will administer one or more major functional segments of the employee development program with significant populations, e.g. Navy HR technical training, benefits training, or other that is generic to many activities and Human Resource Offices.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and/or facilitating training or workforce development solutions and compiling and presenting data to measure effectiveness. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Training employees on various work processes which affect the quality and service of a program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09 Level
  • Master's or equivalent graduate degree, or
  • Two (2) full years of progressively higher level graduate education leading to such a degree, or
  • LL.B. or J.D., if related
GS-07 Level
  • One (1) full year of graduate level education, or
  • Superior academic achievement
