You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL SURFACE FORCE ATLANTIC of CNSL ACCOUNTING EAST.
Duties
You will be responsible for the formulation of budgets and budget estimates to support plans, programs, and activities.
You will be responsible for presenting and defending budget estimates before authorities.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will develop, determine, and interpret budgetary policies, practices and procedures.
You will analyze and recommend costs and benefits of alternative methods of financial management of organizational programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will be responsible for performing other fiscal, accounting, or financial management duties and responsibilities required by this position.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for a FINANCIAL MANAGEMENT ANALYST-GS-11 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying accounting principles to a wide variety of assignments; to include an analysis of Financial Efficiency Index factors, financial integrity and the identification of Standard Accounting, Budgeting and Reporting Systems (SABRS).
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding.
Experience formulating budget estimates for programs in which funding requirements have changed significantly.
Experience applying skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions.
Experience with and knowledge of budgetary policies, precedents, procedures, and regulations.
To qualify for a FINANCIAL MANAGEMENT ANALYST-GS-09 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding.
Experience with Standard Accounting, Budgeting and Reporting Systems (SABRS).
Experience formulating budget estimates for programs in which funding requirements have changed significantly.
Experience with and knowledge of budgetary policies, precedents, procedures, and regulations.
Experience applying skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree

LL.M., if related

Master's or equivalent graduate degree

2 full years of progressively higher-level graduate education leading to such a degree

LL.B. or J.D., if related
