This position is located in the Office of General Counsel (OGC), Executive Office for Immigration Review (EOIR), U. S. Department of Justice (DOJ). Incumbent provides and/or obtains a variety of management services essential to the direction and operation of all unit functions of administrative matters with other EOIR components.
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties include but are not limited to the following:
Oversees overall administrative programs and support to the OGC.
Formulates and recommends the development/implementation of general administrative procedures and policy.
Coordinates with administrative and technical staffs to determine and evaluate needs, obtain opinions, and anticipate results of implementation.
Develops accurate and cost-effective budget plans to support current and future operations.
Monitors use and rate of expenditure of budget to conform to EOIR/DOJ standards and guidelines.

Qualifications
In order to qualify for the Administrative Officer (Supervisory) position, you must meet the following time in grade requirements and minimum qualifications:
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.
FOR THE GS-14 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
Making recommendations to management on office and personnel needs;
Evaluating administrative workflow or office procedures to ensure organizational efficiencies;
Presenting briefs or related presentation materials explaining policies and procedures to officials and staff members;
Managing and monitoring fiscal resources for an office, and
Developing cost-effective budget plans to support operations.

Note: There is no education substitution at the GS-14 grade level.
