Duties

Serves as first line supervisor, plans and assigns work to be accomplished, evaluates work performance, develops performance standards, gives advice or instruction on work, and identifies training need. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. As staff advisor to the DSD, develops and recommends statewide policy for administrative services programs under the Branch purview in accordance with laws, regulations and in support of land management programs. Provides state office program leadership, oversight, and technical support with: Travel, Uniform, Collection and Billing, Mail, Fleet, State Records, Freedom of Information Act, Privacy Act, Safety, and Government Travel and Purchase Cards. Sets statewide policies for Purchases, Property, Space Management, Public Information, Risk Management, Fair Labor Standards Act reporting, Office of Inspector General audit, Safety and Security. Establishes, develops, and maintains effective working relationships with other management officials within the Department of the Interior (DOI), BLM and other federal, state, and local entities. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Serves as the State Director’s representative on General Services Administration related tasks. Serves as a BLM official to other organizations on matters relating to business and administrative service programs under the jurisdiction of the BLM state office.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Leadership of a diverse group of administrative programs and staff. Developing and presenting information including recommendations at varied management levels. Identifying and resolving problems that have statewide impacts; analyzing, interpreting, and/or implementing strategies to improve administrative processes and policies; managing administrative functions such as: financial management, contract administration, facility management, purchasing, procurement, FOIA (Freedom of Information Act), and general records administration to conduct the business of an organization. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is sedentary, although there is some walking, standing, and bending required to personally coordinate with other offices, pick up supplies, and maintain office files. The position requires extensive mental concentration over extended periods of time on matters that often produce significant stress. Some travel to national meetings, to accomplish national or statelevel team assignments, and to field locations is required Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
