The primary purpose of this position is: to serve as Chief of the Registrar Section and as consultant and advisor to training program supervisors regarding student admissions, withdrawals, and re-entry into training.
Duties
Analyzes student training management data. Reviews directives and regulatory guidance. Plans and develops policies/procedures for student admission, reassignment, faculty boards, student records, and training management information systems.
Plans and manages student accounting programs Analy es data on student production, elimination, washback's, and proficiency advancement trends.
Manages student training data and performs special projects. Actively participates in planning meetings and assists in decision making process.
Supervisory responsibilities. Assigns, directs, and reviews the work of four subordinates.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include comprehensive knowledge of a wide variety of instructional system principles and methods to plan and develop registrar policies and procedures. Comprehensive knowledge of a wide variety of instructional systems methods to conduct special studies to evaluate and predict training program requirements. Comprehensive knowledge of a wide variety of instructional measurement methods.

EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described above; however, have completed some education as described above. Therefore, have a combination of experience as described and education as described above. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of training administration (student flow management, student data and record management, and student administration), policies, and procedures. Knowledge of the principles, practices, and techniques of instruction.
2. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships.
3. Skill in accomplishing special training studies and projects. Ability to motivate, train, and work effectively with diverse subordinates.
4. Ability to accomplish expected quality and quantity of work.
5. Ability to establish registrar program, objectives and to assess progress toward their achievement. Ability to analyze problems and to develop timely and economical solutions. (Ability to plan and carry out own work. Ability to understand and further management goals.)
6. Knowledge of a wide range of personnel management policies, practices, and procedures, including equal employment opportunity. (Ability to develop improvements in and design new work methods and procedures.)
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
