NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities.
Duties
Serves as liaison to Senior Management, providing AQ reports in a timely and effective manner.
Collaborates with the Director of Acquisition to draft SOPSS and provide guidance on applicability of current acquisitions statues, regulations, and supplements as necessary.
Reviews and evaluates solicitations, requests for proposals, long-term contracts, and procedures to ensure compliance with Federal Acquisition Regulations (FAR), internal operating procedures, and policies.
Conducts routine reviews of contract files within the electronic contract system to verify completion of all required documentation.
Acts as the primary liaison with NEH's Accounting Office, ensuring integration with the accounting system.
Manages reporting on Open Obligations, vendor, and banking information.
Aids with processing payments and resolving related issues.
Serves as the AQ liaison between the Administrative Research Center (ARC) and the Prism contract writing system.
Supports AQ staff in utilizing the governmentwide contracting systems effectively (i.e. G-Invoicing, SAMS, CPARS and FPDS-NG).

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
At the GS- 13 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-12 level or equivalent experience.
Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: Applying the Federal Acquisition Regulations and principles to develop and implement multiyear strategies or systems involving successive program stages; Applying Contracting Officer Representative (COR) training and contracting laws, policies, regulations, and precedents to standard operating procedures; Recognizing contract types, methods, and techniques including cost sharing arrangements, multiple awards, special provisions relating to develop, analyze, formulate, and justify Government estimates for labor, travel, and material budgets.
