This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic DIB & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Crane Army Ammunition Activity (CAAA) mission statement: To receive, store, ship, produce, renovate and demilitarize conventional ammunition, missiles and related components to meet contingency requirements in support of the warfighter.

Duties

Provides oversight over the Activity’s assessment of its planning, organizing, and directing in the creation and maintenance of all CAAA routes and bill of materials (BOMs) used within LMP. Facilitates, plans, and identifies organizational alignments needed to take on new clients, types of work, or development of new contracting tools. Develops and coordinates the Activity business development program. Conducts complex research and analysis to identify potential marketing opportunities which will enhance and maximize long-range planning, mission objectives, resources, organization, and operations of CAAA. Manages pertinent documents such as acknowledgments of non-disclosure obligations, contractor non-disclosure agreements, direct sales contracts, memorandums of agreement and correspondence pertinent to contract execution. Reviews and submits input to higher headquarters concerning issues on direct sales policy. Conducts capability briefings as required and, in coordination with the Public Affairs Office, prepares briefings for directors/Civilian Executive Assistant, and Commander at CAAA.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1) Develop strategic engagement programs and strategies that integrate into the CAAA Business Plan; 2)Develop a business development plan that directs activities identified in the strategic implementation plan; 3)Meet with private contractors and other private sector entities to discuss partnership proposal opportunities; and 4)Maintain cost analysis on the purchase of resource materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or NH-02 equivalency.
