This position is located in the USDA, Office of the Chief Financial Officer, Associate Chief Financial Officer for Shared Services, Financial Management Services Center, Financial Services Division, Agreements Management Branch (AMB), in New Orleans, LA.
The incumbent leads others and is responsible for technical, administrative, and analytical duties in connection with the organization's systems and services.
Duties
Plans, directs, and supervises work of the Section which involves managing and analyzing the development and operation of the financial management systems, processing accounting transactions, programming, budgeting, and operations and auditing.
Develops and recommends system enhancements and improvements with regard to assigned systems improvements and enhancements for major organizational projects or enhancements to current or new systems.
Tracks and reports key statistics and metrics to top management in improving information technology, assessing policy needs and developing policies to govern IT reporting.
Develops and utilizes performance and operational metrics that can be validated and tracked to ensure customer satisfaction and operational effectiveness.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience Requirement:
Program Analyst GS-13: One year of specialized experience, equivalent to the GS-12 grade level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Supervisory Program Analyst. Such experience includes Researching, analyzing and reconciling various financial data and records from multiple accounting/data systems to FMMI. Finding solutions to complex general ledger and reporting issues between the general ledger and internal or external systems. Resolving issues related to the operations of an accounting or corporate financial management system, interfacing system or subsidiary system. Providing guidance to subordinates in identifying training and development needs to enhance their capabilities.
NOTE: This experience must be demonstrated on your resume and/or supporting documents.

Time In Grade (TIG): Merit Promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13 level.
