You will serve as a Health System Specialist with the Health Professionals Education Office of the Chief of Staff of the VA Puget Sound Healthcare System located in Seattle, Washington.
Duties
Conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to Veterans Health Administration's (VHA) academic mission and Office of Academic Affiliations' (OAA) strategic plans.
Establish, maintain, and evaluate the quality of Health Professions Education (HPE) programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.
Responsible for the technical work required for HPE programs including affiliation agreements, trainee qualifications and credentials letter (TQCVL), program letters of agreement (PLAs), direct HPT/affiliate staff customer service, and the on/off boarding processes of HPTs to include proper application documentation, appointment, security clearance, mandatory training, physical and logistical access, and data collection for OAA reporting.
Inform management with authoritative analyses, policy guidance and opinions regarding HPT appointment and on and off-boarding processes as it relates to HPE programs.
Enact process changes with OAA, affiliate staff, facility leadership, clinical and administrative service lines by implementing SOPs, developing and administering training programs, and advising on HPE regulations.
Maintain a broad perspective and comprehensive understanding of health care system administration and HPE programs is required to achieve OAA policy compliance and maximize utilization of resources.
Work independently and respond to requests for information and guidance from all levels of the organization.
Contributes to effective management and growth of local programs and academic affiliates to attract HPTs with the goal of eventual recruitment into VHA clinical provider positions.
Provide complex coordination across clinical and administrative service lines for process improvements to the on and off boarding processes of new healthcare professionals.
Utilizes knowledge and experience in health care delivery systems to oversee and manage HPT experiences from start to finish.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00 AM PDT- 4:30 PM PDT.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad-hoc telework. Ad-hoc telework is defined as situational telework approved on a case-by-case basis. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required.
Work Conditions: The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/09/2024.
Individual Occupational Requirements (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. All applicants, regardless of grade level must meet minimum education or specialized experience requirements. Applicants must meet one of the following requirements: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement OR a bachelor's or graduate/higher level degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Time-In-Grade Requirement: For the GS-09 level applicants who are current Federal employees and have held a GS-07 grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For the GS-11 level applicants who are current Federal employees and have held a GS-09 grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Examples of Specialized experience includes: administer, analyze, and perform work involved in establishing, disseminating, and managing policy and directives critical for healthcare administration; conduct program management and administrative duties; apply analytical and evaluative techniques to the identification and resolution of procedural or factual problems; knowledge of management and organizational principles of administrative practice, areas of responsibility, channels of communication, delegation of authority, correspondence routing, filing systems, and storage of files and records; and knowledge of qualitative and quantitative analytical data methods for the assessment and improvement of business processes. At this level, applicants would have obtained this experience working within a health care setting; working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care; and experience assisting an administrative component of a health care onboarding process. Education: Have successfully completed a master's degree or equivalent graduate degree OR I have two (2) full years of progressively higher-level graduate education leading to such a degreeOR I have a LL.B. or J.D., if related, that demonstrates the abilities to do the work of this position. OR,
Combination: Have equivalent combinations of successfully completed graduate level education and specialized experience as described above .
