Duties
As a Public Health Analyst (Recent Graduates), you will:
Serve as an analyst responsible for analyzing, evaluating, and advising on a well-defined and established program of moderate complexity.
Provide substantive program consultation and develop, implement, and evaluate program operations and strategies.
Analyze and evaluate the effectiveness and efficiency of the assigned public health program(s).
Provide coordination, advice, oversight, and data management for components of research and/or demonstration projects.
Monitor and evaluate progress reports and recommendations toward the achievement of program objectives.
Participate with developing data collection instruments, instructions, and other substantive resources and analyzing the resulting data.
Develop and/or implement standards and recommendations; gather data and coordinate with others to develop program guidelines, goals, plans, and strategies; develop qualitative and quantitative methods and strategies for planning, evaluating, and documenting program activities.

Degree Requirements: This appointment will be made under the noncompetitive College Graduate hiring authority. To be eligible an applicant must have received a bachelor's or advanced degree within 2 years of applying for employment under this authority.
Note: For applicants who have completed a degree and served at least 4 years in the uniformed services, the 2-year eligibility period begins on the date of the applicant's discharge or release from the uniformed service. The eligibility period for veterans must be within 6 years of degree completion.

Basic Qualifications: All Public Health Program Specialist Series, 0685 positions require that your resume demonstrates that you possess the following:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
AND
Minimum Qualification Requirements:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: analyzing, evaluating, and advising on a program; gathering data and coordinating with others to develop program guidelines, goals, plans, and strategies; and providing coordination, advice, and data management for components of research and/or demonstration projects.
OR
have completed a Ph.D. in Public Health or other field of study with course work directly related to the work of the position to be filled or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a such a degree or LL.M., if related, from an accredited college or university.
OR
have a combination of graduate level education and specialized experience that together meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
