Duties
The primary purpose of this position is: To serve as a senior publications editor utilizing strategic, tactical and operational communication procedures to develop informational materials that inform leadership and personnel of DAF policies, programs, services, and activities related to resilience and interpersonal and self-directed violence (ISDV) prevention and sexual assault response, hereinafter referred to as Integrated Resilience, at all levels within the Department of Air Force (DAF). Responsible for ensuring A1Z communications reflect the content and the spirit of the Office of the Secretary of Defense (OSD) and DAF guidance.
Performs writing-editing duties for A1Z print products, social media, briefs, and articles.
Supports special projects and assignments, communication strategy development and execution, and develops key messages to effectively communicate AF/A1Z strategies, policies, and objectives across the department.
Develops and coordinates Public Affairs, security, and policy review activities.
Establishes and maintains positive working relationships with DAF, DoD, federal entities and private sector.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of policies, programs, services and activities related to resilience, interpersonal and self-directed violence (ISDV) prevention, sexual assault response, and Integrated Resilience. Knowledge of and skill in developing, analyzing, and selecting appropriate information and presenting factual information that is clear and meaningful to the intended audience. Knowledge of and ability to use subject matter guidelines and references to obtain background information and methods to use in developing information to be presented. Extensive knowledge and experience in developing and disseminating information pertaining to Integrated Resilience including policy concerning prevention, sexual violence; availability of prevention resources; program assessment; clinical assessment and treatment services for victims and offenders. Knowledge of desktop publishing technology to draft, edit, design, and develop written communication materials.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of the methods and techniques to develop and evaluate written materials in accordance with the AP Stylebook, DAF writing standards, or other mandated guidance; to research and analyze concepts; to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; and to prepare materials on matters of importance for audiences of various levels of understanding.
2. Knowledge of DAF policies, programs, services, and activities related to resilience and interpersonal and self-directed violence (ISDV) prevention and sexual assault response, Integrated Resilience, at all levels within the Department of Air Force (DAF).
3. Knowledge and experience in technical writing with the ability to prepare congressional testimony, speeches, and official responses to inquiries and emerging issues, including the ability and adaptability to meet emergency and/or changing program requirements within available resources and with minimal sacrifice of quality or quantity of work.
4. Ability to effectively express ideas orally and in writing, using appropriate language, and organizing ideas, in a cohesive, coherent, and objective manner to clearly articulate insights to management and relevant stakeholders.
5. Skill in utilizing desktop publishing tools and software resulting in enhanced ability to produce all products.
6. Ability able to work with cross-functional teams and to interact directly with senior leaders. Excellent interpersonal skills and a collaborative relationship building style.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
