The primary purpose of this position is to serve as Logistics Management Specialist with responsibility for development, execution, and evaluation of the Logistics Readiness Squadron support services contracts. Duties

Performs senior technical administration of all installation logistics service contracts for materiel management, vehicle maintenance, multiple transportation, and water port operations. Formulates squadron annual budget requirements and anticipated reimbursements for installation logistical services. Reviews and analyzes budget reports involving execution of direct and reimbursable funds and initiates corrective actions when problems are detected. Oversees, coordinates, and directs activities relating to Commander's Inspection Program (CCIP) for unit compliance, government Quality Assurance, and Self-Assessment Program management. Plans, organizes, and oversees the activities of the LRS and provides advice and guidance to the squadron leadership on business processes and performances. Develops, manages, and maintains the unit's readiness inspection program.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices of a professional or administrative occupation, such as would be gained through extended study or experience, and skill in applying this knowledge to difficult and complex work assignments; related to a unit and logistics programs. This knowledge is used to perform independent work on large projects. Knowledge in financial management, unit budgeting requests, Unfinanced Requirements (UFR requests, and government purchase card (GPC) management. Knowledge in United States Air Force (USAF) inspection practices, IG Wing Inspection Team experience, and supporting senior leaders in unit/group/wing goal tracking. Knowledge in US Army materiel management and transportation Defense Transportation Regulation (DTR) and Joint Travel Regulation (JTR). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of logistics principles, policies, practices, regulations, applicable to a full range of logistic to include materiel management and transportation. 2. Knowledge of Air Force inspection system processes and procedures to plan, coordinate, process, monitor, and 3. Knowledge of DOD and service specific (Army and Air Force) regulations and requirements to provide technical guidance to customers in support of materiel management and transportation service programs. 4. Knowledge of a range of contracting procedures including development of performance work statements, source selection plans, and proposal analysis reports for development of materiel management and transportation service support contracts. 5. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. 6. Skill to communicate effectively, both orally and in writing and ability to prepare and present oral and written presentation and deal effectively with all levels of management during meetings, conferences, and related activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
