You will serve as the Hopper Global Communications Center (HGCC) Enterprise Cross Domain Systems (INFOSEC CDS) Program Manager (PM) and Division Head (DH) with full supervisory responsibility to plan and direct the INFOSEC CDS objectives and work. This position is located in Suitland, MD.
Duties
You will serve as the Principal Manager and subject matter expert on Information Security Cross Domain Systems (CDS) and services for the Hopper provided enterprise CDS solutions and advise NAVINTEL on community solutions.
You will be responsible for full technical execution and programmatic oversight of work and services and to keep employees and leadership informed of administrative, budget, and personnel matters that impact them.
You will manage long range programming and spend plans to include input into the Program Objective Memorandum (POM) process documenting and prioritizing future year budget requirements to carry out the command mission.
You will manage the research of current and emerging technologies for potential use in fulfilling CDS and data mission requirements.
You will develop plans and programs where none exist while aligning Hopper capabilities to ONI strategies with mission requirements, leveraging the technical expertise and ingenuity of the supervised team.
You will serve as the primary liaison between ONI, the National Cross Domain Service Management Office (NCDSMO), and other INFOSEC CDS program offices.

- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary work role of (801).
- The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

Qualifications
This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Overseeing the day-to-day operations managing a mixed workforce of civilians, military, and contractors, developing program goals and priorities and ensuring secure operations of systems and services in accordance with organizational standards; 2) Controlling the lifecycle management to include analysis, planning, design, resources, requirements, technical support, accreditation and authorization, integration, continuous monitoring, and retirement at end of life for all Cross Domain Systems (CDS) capabilities within the enterprise; 3) Determining INFOSEC CDS resource requirements for IT projects, ensuring statements of work, task orders, and other acquisition related documentation necessary to effectively obtain and manage contractor-supported activities are performed; 4) Directing deliberation on the use of new technologies, services, and practices to address the intelligence mission and objectives where requirements can be highly complex and ambiguous.
