You will serves as the Executive Director at the GG-15 grade level for the Hopper Information Services Center at the Office of Naval Intelligence responsible for ensuring mission accomplishment aligned with the Commanding Officer's (CO) intent.
Duties
You will serve as the Commanding Officer's principal advisor on all matters pertaining to civilian policy, disciplinary actions, and professional development.
You will manage military/civilian personnel and the planning/execution of a multi-million dollar annual budget for Information Technology (IT) systems and services.
You will direct and coordinate the actions of military, government civilian, and contractor personnel engaged in executing large-scale IT projects, systems, and operations.
You will supervise directly or through subordinate layers of supervision within the Command.
You will provide information in support of force deployment and tactical decisions.
You will develop resource requirements and oversee budget execution.
You will develop and execute detailed technical strategy for command information technology (IT) applications, information systems (IS), infrastructure, and worldwide SCI intelligence telecommunications.
You will synthesizes technology developments/trends and match these developments to organizational goals.
You will develop strategic direction by using business and information technology (IT) drivers to determine how to apply technology across the enterprise.
You will provide a central focus to ensure information technology (IT)/information systems (IS) decisions are based upon business-case justifications and command priorities.
You will develop and use performance measurements to assess command information technology (IT)/information systems (IS) cost effectiveness and overall performance.
You will couple information technology (IT)/information systems (IS) activities to the strategic planning and programming process.
You will utilize General Defense Intelligence Program (GDIP) and Military Intelligence Program (MIP) financial management processes and procedures or their equivalent.
You will ensure information technology (IT)/information systems (IS) plans are implemented in an efficient, prioritized, phased manner, with proper consideration of risk management, consistent with DoD and IC regulations and guidance.
You will participate in national, Defense Intelligence Community, and DoDIIS forums to work in partnership to achieve command and community goals.
You will support the Commanding Officer (CO) in monitoring the investment portfolio for future IT.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a 2-year DCIPS Trial Period.
- This position may require a Polygraph Examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 901 (Executive Cyber Leadership).

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of experience equivalent to the next lower grade level (GS/GG-14) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
Performing technical, administrative and management tasks that involve the supervision of others while providing direction to the organization, functions, and projects.
Providing justification, direction, and allocation of resources (people, budget, material) across the organization.
Handling highly complex, sensitive, or ambiguous challenges facing the organization.
