You will serve as the Cloud Services Division Head and cloud technologies Subject Matter Expert (SME) responsible for strategic planning and execution of the systems development life cycle. You will manage and align multiple projects across the Naval Intelligence Technology portfolio to drive solutions to business challenges and legacy systems. This position is located within the N3 Operations Department of HOPPER GLOBAL COMMUNICATIONS CENTER in Suitland, Maryland.
Duties
You will be responsible for the strategic planning and execution of the engineering, development, integration, and testing phases of the systems development life cycle, with a primary emphasis on cloud technologies.
You will ensure systems are developed within approved environments and are compliant with Navy, Department of Defense (DoD), and Intelligence Community policies.
You will perform collateral duties of program, project, and contract oversight/management.
You will utilize expert knowledge in system development, systems integration, intelligence systems, and contract performance monitoring to carry out daily duties.
You will provide strategic guidance and leadership to successfully manage and align multiple projects across the Naval Intelligence technology portfolio to drive innovative solutions to business challenges and legacy systems.
You will proactively develop, advocate, and implement processes and procedures that result in improved service and greater efficiency.
Requirements

- This position has been designated as a Cyber IT/CSWF position.

Qualifications
Individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Formulate information technology (IT) program life-cycle strategies and execute information technology (IT) program life-cycle management processes to meet mission plans and goals;
Analyze and apply Information Assurance (IA) policies and ensure compliance with IA standards and specifications;
Partner with internal and external mission stakeholders to establish and manage system certifications, deployments, support, monitoring and retirement policies, processes, and procedures to identify operational trends and potential problem areas.
