The West Palm Beach VA Medical Center is located in Palm Beach County, Florida, and its six outpatient clinics are located in Stuart, Delray Beach, Boca Raton, Okeechobee, Vero Beach and Ft. Pierce. The incumbent in this position serves as the Program Assistant to the Office of Deputy Chief of Staff (DCOS) providing administrative and clerical support to the Deputy Chief of Staff and the Health System Specialist (HSS) to the COS (Chief of Staff).
Duties
The Program Assistant serves as the resource person for intermediate level data analysis and administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision, and when necessary, corrective actions for many applicable administrative functions, activities, operations and services for the Office of Chief of Staff.
Major duties include but are not limited to:
Interacts with clinical leadership and their administrative staff in support of clinical committees and programs and tracks follow up actions and reporting materials that are directly under the Deputy Chief of Staff.
Collects clinical program and patient care data via VISTA, VSSC, and ProClarity Cubes to analyze Access, Physician Productivity, SAILS, VACC, etc.
Prepares draft reports, charts, briefing slides based on data collection and guidance from the DCOS, and HSS for Clinical Programs.
Assists with tracking and planning of continuing educational activities in collaboration with the Medical Center Education Service; works with administrative staff to maintain records and documentation of all mandatory training requirements for all staff directly under the DCOS supervision.
Maintains competency files and personnel folders on employees and clinical service chiefs under DCOS.
Coordinates functional statements, position descriptions, performance standards and competencies under the guidance from the HSS/DCOS.
Responsible for systems maintenance of annual performance appraisals for all GS employees, Title 38 proficiency evaluation cycle, and Executive Career Field employees.
Performs cost analysis of expenditures and advises the SNCOS and the COS for the special projects and programs for any additional funding requirement.
Monitors consultant costs and utilization for all clinical services in coordination with Fiscal Service.
Coordinates with clinical service administrative staff and HR to ensure annual consultant agreements are in place and the utilization of consultants meet within the salary agreement.
Perform other related duties as assigned.
Work Schedule: Monday-Friday, 8:00AM-4:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ADHOC telework. Telework eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-6.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Operating standard office and VA computer programs or databases such as VISTA, CPRS, VSSC, and ProClarity Cube.
Generating data and reports utilizing Microsoft products such as Words, Excel, and PP.
Evaluating, planning and applying analytical processes and techniques (quantitative and qualitative).
Prioritizing, planning and coordinating complex program utilization while meeting time constraints,
Communicating effectively both verbally and in writing with individuals from a variety of backgrounds.
