This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This DJ-0301-03 position is with USA MEDICAL MATERIEL DEVLPMNT ACTIVITY DEPLOYED MEDICAL SYSTEMS PMO OFFICE OF THE COMMANDER FT DETRICK FREDERICK MD 21702
The DJ-03 pay band is equivalent to the GS-11 step 1 to GS-12 step 10 level.
Duties
Performing administrative duties in such fields as civilian and military personnel, resource management, and logistics.
Applying knowledge of laws, regulations, and policies in the accomplishment of program goals and objectives.
Evaluating programs for deficiencies and making recommendations for improvement.
Applying rules and regulations to develop internal methods of operations or procedures to accomplish program objectives.
Plan and organize work to be done including defining assignments and deadlines for completion.
Collaborate with others within and outside the agency to accomplish program objectives.
Managing medical products, projects and systems throughout the acquisition life cycle.
Managing the introduction of developmental and non-developmental items into the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- Two-Year Trial Period.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
- TDY Travel.

Specialized Experience Requirements for DJ-03 (GS-11/12):
I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1) Applying rules and regulations to develop internal methods of operations or procedures to accomplish program objectives. 2) Performing duties involving administrative programs such as resource management including budget, auditing, management, and program analysis. 3) Managing medical products, projects, and systems throughout the acquisition life cycle. And 4) Managing the introduction of developmental and non-developmental items into an organization.
OR
I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Program Management, Business Administration, Personnel Administration, System Management (Note: You must attach a copy of your transcripts.)
