This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH).
About the Position: The Director, Technology Applications Office position is assigned to PEO IEW&S Project Manager Defensive Cyber Operations Product Director Technology application Office, Located in Fort Detrick Md.
Duties
Serves as a principle advisor to the Project Manager and PEO regarding all aspects of engineering and management within the areas of responsibility.
Provide effective management, direction and control over assigned projects and office functions.
Administer life-cycle management of all assigned projects, including the development and implementation of overall project management policies, plans, requirements and directions.
Review programming documents received from higher headquarters to determine effects on assigned programs through analysis and evaluation of current programs, budgets, and state-of-the-art technology.
Advise on capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters.
Direct other DA and DoD activities supporting the systems to assure proper balance consistent with requirements and available resources.
Develop a comprehensive, time-phased program designed to meet mission requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Practitioner Certification within 60 months of entry on duty.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement.
- This position requires the incumbent to possess 4 years of Acquisition experience.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Ensuring compliance with secure practices for confidential initiatives within Special Access Programs (SAPs), Sensitive Activities (SAs), and/or the Intelligence Community; 2) Developing strategic communications and presentations to inform and influence senior leadership on key organizational decisions, resource allocations or programmatic issues; 3) Negotiating support agreements with customers to establish reimbursable costs or rates and managing direct vs. reimbursable funding; 4) Adhering to Army acquisition policy, law, and regulation to develop contracting strategies and manage performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
Education
