This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

Serves as Deputy Director, TAO, and performs supervisory and managerial duties inherent in the position. Utilizes expertise to provide advice across the full spectrum of life-cycle management of assigned projects to support theater, strategic and general support communications requirements. Negotiates support agreements and Memorandums of Understanding (MOU) with national, DoD, federal, and international activities. Manages, supervises, and directs program execution from initiation through life-cycle sustainment. Exercises supervision over all phases of assigned projects. Evaluates supervisors and reviews evaluations made by them. Hears group grievances and serious employee complaints, reviews serious disciplinary cases, and problems involving key employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner Level ll in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Key position shall not be vacated during national emergency or mobilization.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is subject to a pre-employment drug screening, and random testing thereafter.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Experience providing expertise across the full spectrum of Life-cycle management of assigned products. Experience managing program execution from initiation through life-cycle sustainment. Experience ensuring policy guidance is issued and remains engaged in the execution of actions and services. Experience evaluating subordinates and reviewing evaluations made by them. Experience deciding on training programs related to subordinates supervised.
