This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital (OHC), Operations & Customer Relations Group (OCRG).
As a Human Resources Specialist (Strategic Talent Leader), GS-0201-14, you will serve as a Strategic Business Partner responsible for helping Senior Leaders across the agency navigate human capital challenges, opportunities, policies, etc.
Duties
Conduct stakeholder analysis and identifies change management impacts related to human capital needs to ensure successful implementation and adoption of initiative/programs.
Apply a wide range of qualitative and quantitative methods to the management of complex administrative programs characterized by boundaries that are extremely broad and difficult to define as a recognized expert.
Evaluate organizational structures, business processes, resource requirements, performance measures, and evaluation criteria.
Participate in strategy sessions with Center/Office leadership, providing consultative guidance to facilitate effective resource prioritization and uses outcomes to further inform workforce planning.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Assess the effectiveness of organizational design, management, and administrative operations to make informed data-driven recommendations; 2) Serve as the Point of Contact for providing strategy, advice, and/or guidance to senior level officials regarding a variety of functions such as recruitment and staffing, employee relations, or organizational design, etc.; AND 3) Meet with Senior Leaders (i.e., SES level) to understand their human capital needs, present analysis, and propose strategies to mitigate those issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
