Duties
As a Administrative Support Specialist you will:
Assists Program and management staff in establishing, defining, and implementing administrative management procedures; aids in the day-to-day operations of developing plans, setting priorities, and completing objectives. Assists with the administrative, development of the annual budget requests; supports plans, schedules, and back-up materials. Assists with the day-to-day operations of the Office's personnel activities, in coordination and implementing policies and guidelines, and in making decisions as necessary to achieve program goals. Serves as liaison to inform staff of administrative management decisions emanating from the Office of the Director.
Conducts purchases of a wide variety of specialized supplies, equipment, and services needed to support the operations of the organization. Reviews procurement requests for adequacy of justification, availability of funds, and compliance with policies and procedures. Assists in exercises delegated authority in obligating funds within prescribed limits, with the review and approval of the senior specialist. Advises managers in planning major purchases. Resolves problems related to the procurement process. Ensures the implementation of new or revised procurement procedures.
Assists in preparing personnel actions to submit to HR. Reviews and recommends approval of proposed personnel actions before submission in EHCM and USA Staffing. Provides guidance in the development of personnel documentation including position descriptions, rating criteria, and performance plans.
Monitors the delivery of a wide range of essential administrative services, in addition to those described above. Assists in managing and controlling personal property assigned to the organization and participates in planning and conducting regular inventories of accountable property.

Minimum Qualifications:
To qualify at the GS-9 grade level, you must have at least one year of specialized experience at or equivalent to the GS-7 grade level, which must include the following experience: in program support work such as human resource management, travel, administrative operations; and planning, organizing, and directing the day to day administrative and program operations of a division or program office.
OR Have completed a Master's or equivalent graduate degree or 2 full years of progressively higher level education leading to such a degree, or LLB, or J.D., from an accredited college or university.
OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
