The primary purpose of this position is to serve as the Headquarters Air Force Reserve Command (AFRC) Support Equipment Program Manager for the management, procurement forecast, and disposition execution of aviation and non-aviation support equipment valued at $1.1B.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a broad range of supply program relationships or expertise and depth in one of the specialized fields of supply operations. Knowledge of specialized methods arid techniques to analyze and evaluate the effectiveness and efficiency of supply systems, programs and or operations. Comprehensive knowledge of supply laws, regulations, policies, procedures, and techniques for program analysis in support of developing guidance and interpreting policy direction. Knowledge and skill of supply systems analysis to independently apply a full range of analytical and evaluative methods and techniques to plan, coordinate, and evaluate methods and techniques to plan, coordinate, and evaluate supply program requirements, procedures, and activities and to provide technical/analytical support and advisory services. Serves as a support equipment focal point responsible for accountability of command wide support equipment requirements which result in their approval/disapproval and for initial follow-up provisioning actions for support equipment reviews and recommends approval or disapproval of equipment action requests through the APSR. Identifies wartime and peace time support equipment requirements for possible funding. Represents the command by attending meetings, conferences, workshops, Support Equipment Working Group (SEWG) and co-leads authorization reviews for various weapon system platforms. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of supply policies, procedures, techniques, and methods to perform work for management of supply systems. 2. Knowledge of governing directives to provide guidance to subordinate units/bases. 3. Proficient knowledge and skill to plan, develop, direct, and coordinate training activities of other technical personnel. 4. Knowledge of automated systems utilized for management of supply programs. 5. Ability to plan, organize, and lead others to identify and analyze information related to support equipment disciplines. 6. Ability to plan and conduct inspections, provide corrective action assistance on documented deficiencies to improve MAJCOM support equipment management. 7. Ability to communicate effectively, both orally and in writing, clearly, and with technical accuracy to teammates of all levels, skill, and experience, to include senior leadership. 8. Skill in executing comprehensive knowledge of a wide range of supply program management to develop new methods, approaches, or procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
