The primary purpose of this position is to to serve as the subject matter expert (SME) over the Readiness Spares Management Section, planning, directing and organizing Readiness Spares Parts (RSP) Management. Ensuring the right spares are available for deployment in support of national defense and Air Force (AF) policy.
Duties
DUTY 1:
Leads, formulates, develops, plans, and conducts RSP Management at the operational/MAJCOM level.
DUTY 2:
Exercises RSP and supply chain management responsibilities as the SME/technical expert.
DUTY 3:
Manages and establishes guidance and policy and provides oversight to assigned wings for supply chain compliance, Site Activation Task Force (SATAF), Commander's Inspection Program, accountability, audit activities, and RSP readiness shortfalls.
DUTY 4:
Represents AFRC during installation and functional area organizational events.

- The work is primarily sedentary and is usually accomplished while sitting comfortably in a normal office environment. There may be some walking, standing, bending, and carrying of light items.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in one or more of the following areas:
* Wholesale supply chain systems policy/procedures and identifying needed changes;
* Developing, distributing, and clarifying policy, procedures and projects concerning development maintenance, and/or continuous process improvement for Stock Control System (D035) and associated processes;
* Writing supply chain system change requirement documents and determining priority for change;
* Applying D035 interfaces with other supply chain and financial systems;
* Knowledge of Financial Improvement and Audit Readiness (FIAR) compliance standards.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of DoD and USAF supply chain policies, procedures, techniques, and methods applicable to RSP management.
2. In-depth knowledge of Air Force Sustainment Center (AFSC), AFMC, AF, DoD, and DLA wholesale and retail inventory management processes and overall supply chain, to include transportation.
3. Knowledge of the structure, interfaces, procedures, and uses of automated supply systems and databases, and their relationship to DoD, AF and command policies and procedures.
4. Expert knowledge of AF Stock Control System, D035 suite.
5. In-depth knowledge of the War and Mobilization Plan (WMP), RSP Authorization Document, and the Aircraft Sustainability Module (ASM).
6. Skill in meeting and interacting with internal and external customers using a high-level of tact and diplomacy.
7. Ability to recognize and analyze problems, conduct research, and develop timely and economical solutions.
8. Skill in originating new ideas, studies, methodologies, and ability to plan and execute complex multi-faceted projects.
9. Ability to develop, prepare, coordinate, and implement inventory management policies, procedures, programs, and directives.
10.. Ability to communicate both verbally and in writing to senior officers and executives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
