Serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Serves as an advisor to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management matters for sound commodity management concepts, practices, and control of consumable inventory.

Duties

Duties include, but may not be limited to the following: Develops strategies for implementing expendable automated replacement systems, supply technologies and/or business practices. Plans and reviews all supply/inventory processes, functions and related systems. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment. Plans and directs a consumable management program. Develops position descriptions and performance standards and conducts performance reviews. Directs and oversees the inventory management, and control and distribution of expendable inventory program. Writes, develops, interprets and implements policies and procedures. Ensures subordinates independently manages inventory, sets initial stock and par levels and reorders points and resolves issues. Oversees and supervises a variety of employees and sections. Coordinates evaluating the impact of anticipated new technologies on supply processes and customer services. Conducts market research on product pricing and performance. Oversees the use of automated inventory management systems. Analyzes and advises on supply/durable medical equipment purchase recommendations. Develops partnerships to maximize overall logistics management. Analyzes, coordinates and controls management of stock items to support preparation of long-range inventory needs. Interfaces with fiscal/budget staff to resolve inventory related issue. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/03/2024. GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. **Award SF-50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, coordinating and executing an inventory and commodity management program. Establishing procedures, overseeing and reviewing physical inventories and supply reconciliations. Conducting data/information analysis for acquisition planning. Planning and reviewing supply/inventory processes, functions and related systems. Exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. OR GS-11 Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR GS-11 Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience directly related to the work of the Supervisory Inventory Management Specialist position and at least 1 year of graduate level education beyond a Master's or equivalent degree. You will be rated on the following Competencies for this position:CommunicationLeadershipPlanning and EvaluatingProblem SolvingReasoningTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Day-to-day management is difficult to administer as a substantial portion of property assets are located in geographically dispersed areas. CBOCs. and other agencies within the catchment area who do not report to the VHA. Logistics operations are housed in various buildings throughout the medical center as well as off-site locations.
