Serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply or material classes/series and recognized as the Material Management Division's subject matter expert serving as an advisor/consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property.

Duties

Duties include, but may not be limited to the following: Lifecycle Management: responsible for the lifecycle management of non-expendable assets; develops multi-year equipment/NX plans; utilizes advanced automated non-expendable planning tools; participates in strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment; utilizes performance improvement methodologies to improve the overall management of NX assets; and conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities; Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements; Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2024. Driver's License Requirement: This position requires applicants possess a valid state driver's license or commercial driver's license (CDL). GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, coordinating and executing an inventory and commodity management program. Directing and overseeing the lifecycle management of individual assets. Conducting data/information analysis for acquisition planning. Managing and controlling non-expendable equipment and assets. Exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. OR GS-11 Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR GS-11 Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience directly related to the work of the Supervisory Inventory Management Specialist position and at least 1 year of graduate level education beyond a Master's or equivalent degree. You will be rated on the following Competencies for this position: CommunicationLeadershipPlanning and EvaluatingProblem SolvingReasoningTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Day-to-day management is difficult to administer as a substantial portion of property assets are located in geographically dispersed areas. CBOCs. and other agencies within the catchment area who do not report to the VHA. Logistics operations are housed in various buildings throughout the medical center as well as off-site locations.
