The primary purpose of this position is to is to correlate all aspects of major project areas studied and define visions of business processes to achieve future and ideal states by applying the Lean methodology system of continuous process improvement (CPI) to improve productivity

Duties

Administers engineering branch's financial expenditure and budget analysis programs. Advises organization staff personnel on the functions and capabilities of the branch's financial budget execution and Government Purchase Card (GPC) programs Participates in special studies and projects related to branch engineering process, programs, and programs. Advises managers in strategic planning,and determines immediate and long-range program/training and technology needs. Establishes, defines, and implements requirements for the 402 CMXG Group's commercial contracts for information technology asset management and deployment to ensure operations are in line with regulatory requirements, support goals, and mission requirements Analyzes and evaluates various maintenance processes and procedures and provides recommendations to resolve substantive issues of effectiveness and productivity of work operations in the Directorate. Prepares and delivers written and oral presentations such as briefings, training sessions and consultations with other service functions and activities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Positions, Clerical and Administrative Support Positions: General Schedule Qualification Standards (opm.gov). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of qualifying experience includes experience performing work that uses: extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas and extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-3, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience may includes applying qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables. Resolves issues as they pertain to the execution of the current and future financial programming postures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities 2. Knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program administration. 3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. 5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
