Duties
Plans, analyzes, and reviews major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System (MHS).
Exercises technical and administrative oversight over a range of personnel responsible for planning, developing, monitoring, and controlling costs, schedules, performance, and risk mitigation strategies of MHS Acquisition Programs.
Reviews, analyzes, and evaluates accomplishment of overall program by review or reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies.
Identifies existing or potential problem areas and recommends or directs necessary corrective action of preventive measures.
Develops, maintains, and coordinates a responsive program to assure availability or resources to meet established milestones and events for development and fielding of the system.
Establishes project budget estimates and manages project, program, and contract budgets.
Develops short and long-range plans and objectives for assigned systems/programs.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is covered under the Defense Acquisition Workforce (DAW) position. Career Field in Program Management, Level III is required. Selectee must achieve certification within 36 months of appointment.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for Program Analyst, NH-0343-04:
Specialized Experience: One year of specialized experience which includes exercising oversight the program for planning, developing, or monitoring within the Health System; AND assisting to establish project budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
Practitioner Career Level Certification must be met within 5 years.
Advanced Career Level Certification must be met within 4 years.
