This position is part of the Office of State and Community Energy Programs, Department of Energy. As a Community Project Specialist, you will act as a Community Program Specialist on the Community Innovation & Technical Assistance team, supporting programs including but not limited to: Energy Future Grants and Local Government Energy Program.
Duties
As a Community Project Specialist, you will:
Negotiate and oversees project plans, budgets and schedules with applicants and awardees to establish baselines and manage awards.
Manage all aspects of the of the project's finances. Oversees award funding and tracks financial obligations and expenses throughout the planning, execution, and close-out of awards.
Work with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists.
Provide technical and project management expertise and assistance to the contracting officer (CO) and program officials.
Directs the management of large numbers and types of grants or cooperative agreements supporting all aspects of clean energy projects.
Requirements

- This is NOT a remote position and incumbent will be required to report to the office a certain number of days per pay period.
Qualifications
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Build relationships and trust with target program stakeholders which include Tribes, disadvantaged communities, energy transition communities, and small to medium jurisdictions; AND
2. Analyze energy and environmental justice issues, policies, laws projects and programs at the local, tribal, state and/or federal level as they apply to the Office of State and Community Energy Programs (SCEP) programs and awardee scopes of work; AND
3. Reviews business aspects of financial assistance agreements, financial assistance regulations, cost planning, and negotiating award requirements and serve as a point of contact for stakeholders and awardees on behalf of the agency.
GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Utilize communication skills to build relationships and trust with target program stakeholders which include Tribes, disadvantaged communities, energy transition communities, and small to medium jurisdictions; AND
2. Analyze energy and environmental justice issues, policies, laws projects and programs at the local, tribal, state and/or federal level as they apply to the Office of State and Community Energy Programs (SCEP) programs and awardee scopes of work; AND
3. Perform business aspects of financial assistance agreements, financial assistance regulations, cost planning, and negotiating award requirements and serve as a point of contact for stakeholders and awardees on behalf of the agency.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
