This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), State and Population Health Group (SPHG), Division of Health Innovation & Integration (DHII). As a Supervisory Health Insurance Specialist, GS-0107-14, you will serves as a full deputy and "alter ego" to the Division Director, sharing full responsibility for managing all phases of the Division's work.

Duties

The incumbent serves as a full deputy and "alter ego" to the Division Director, sharing full responsibility for managing all phases of the Division's work, except for precedential decision making, which is reserved solely for the Director. Advises the Director on activities necessary to ensure the successful completion of planning, development, implementation, and evaluation of comprehensive program management for the DHII portfolio and new model ideation, as applicable. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Reviews work performance of subordinates. Serves as a technical expert and advisor to the DHII Director and SPHG leadership on designing and conducting models to test the effectiveness of preventive care models, population health, and special population-focused models. Represents the Director at meetings, on task forces, and working groups, internally and externally, as needed, and assembles and directs teams or task forces for the duration of special assignments or projects.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Leading projects or studies related to the design or implementation of Medicaid, Medicare, or Children's Health Insurance Programs; AND 2) Developing or implementing models to achieve better care or lower costs for beneficiaries of a health insurance program; AND 3) Serving as a liaison to state officials, federal officials, or executives of other healthcare organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
