This a National Guard Title 32 Excepted Service Position. This National Guard position is a Permanent GS-2181-13 SUPERVISORY HELICOPTER PILOT (MAINTENANCE) (TITLE 32), Position Description Number D0611000 and is part of the MO TASMG Shop. This is a non-bargaining unit position.

Duties

Manages multiple maintenance sections through subordinate second level supervisors and determines programs and processes for the execution of AVCRAD maintenance programs. Responsible for the overall aircraft maintenance and component repair sections performance and availability. Ensures that aircraft and components sent to the AVCRAD for repair are returned to a high state of operational readiness. Notifies Logistics Management Officer of major difficulties encountered in the overall maintenance effort. Performs other duties as assigned. manages manpower, equipment, and training. Directs work operation involving subordinate employees. Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments, and capabilities of employees. Interviews candidates for vacant positions, recommends selections, promotions, or reassignments. Initiates laudatory or disciplinary actions, as applicable. Assures that subordinates job descriptions are current and accurate. Responsible for piloting rotary wing aircraft, will participate in performance of test flights and transportation of aircraft to or from the AVCRAD. Makes critical judgments and decisions regarding the safety of aircrew and passengers in resolving in-flight emergencies and subsequent rescue efforts if a mishap results. Coordinates policies, plans, programs, and requirements with the senior leadership levels of the AVCRAD and National Guard Bureau

Requirements

  • Must be a graduate of the Aviation Maintenance Officers Course prior to applying.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • Incumbent must possess and continue to maintain a US Army Class II Flight Physical.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Officer: CPT (O-3) Officer - Branch 15 or AOC 67J GENERAL EXPERIENCE: Must be a rated pilot on flying status; possess at least one year on-the-job experience and a competent understanding of the basic principles and concepts of this position based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates OR appropriate military certifications and/or military ratings in the main-frame military aircraft; and the required competencies (knowledge, skills, and abilities). GS-13 SPECIALIZED EXPERIENCE: Must possess two years specialized experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA), providing instruction, evaluation and examination of rated pilots and instructor pilots in flying techniques; and experience must reflect qualification competencies in the following three factors: the aircraft operated; the nature and purpose of assignments, and the degree of hazard. The specialized experience must demonstrate your ability to operate a specific main-frame military aircraft, mission planning, and mission preparation; review and analyze mission tasking, intelligence, and weather information; file flight plans and conduct crew briefings; perform aircraft preflight inspections, aircraft loading, and equipment assessments; perform or supervise work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance; competently conduct or supervise the training of crew members in simple to complex mission specific tasks; and develop plans and policies, monitor operations, and advise commanders; and experience that demonstrates knowledge of flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures; unit flying, explosive, and ground safety programs in accordance with appropriate policies, regulations, and directives. Education

CPTs and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Must have Federal Aviation Administration certificates awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.
