THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2181-14 SUPERVISORY AIRCRAFT PILOT (TITLE 32), Position Description Number D0644000 and is part of the MO Army Aviation Flight Activity Springfield. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position.

Duties

Manages the ARNG aviation program of the state which includes planning, coordinating, implementing and directing aviation assets within the state. Performs duties with the responsibility of managing aircraft maintenance and logistics programs, aircrew training program, and additional flight training program. Performs duties with the responsibility of managing personnel management, and policy development and implementation. Performs duties with the responsibility of managing facilities planning and resource programming and budgeting. Performs duties with the responsibility of managing aviation safety and aircraft accident prevention programs and aviation support for the accomplishment of various missions. Acts as the principle aviation advisor to the Adjutant General, and as a liaison with all organizations concerning matters relevant to aviation support. Coordinates and manages force structure, force modernization and force integration actions affecting state aviation units. Determines program goals and priorities and coordinates joint activities with other agencies. Conducts staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, changes in mission/weapons system, requirements for new or remodeled facilities, etc. Approves annual budget requests for aviation logistics, operations and training, and safety prior to submission for final National Guard Bureau approval. Manages all resources, including money, allocated to the states for aviation and aviation safety, and approves all changes which may need to be made due to unforeseen problems. Provides program direction and staff leadership in the administration of a comprehensive safety program that encompass a variety of high risk and hazardous operations. Provides technical management and supervisory direction over employees and aviation facilities dispersed throughout the state. Through subordinate supervisors, directs a sizeable General Schedule and Wage Grade work force. Discusses and reviews personnel management practices to ensure effective treatment and proper motivation of the work force. Evaluates work performance of supervisors and reviews evaluations made by supervisors. Controls the aviation program for the state, including requirements and limitations in the force for Army aircraft, organic as well as external to the state when those assets are utilized in support of any National Guard activity. Works with federal and non-federal aviation officials within the state for use of airspace and the promotion of aviation safety in such instances as training, operational and support missions. Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - LTC (O-5) Minimum Military Grade - 2LT (O-1) Officer - Branch 15 or AOC 67J Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must be a rated pilot on flying status; based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings. Must possess at least one year on-the-job experience and a competent understanding of the basic principles and concepts of this position. Must possess Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR have aviation certifications from accredited military aviation schools. GS-14 SPECIALIZED EXPERIENCE: Must possess three years specialized experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: fixed-wing, rotary, or remotely piloted aircraft (RPA); training and instructing others in piloting of military aircraft assigned to aviation facilities. The specialized experience must demonstrate your ability to plan, coordinate, implement, and direct aviation assets; manage aircraft maintenance and logistics programs, aircrew training program, additional flight training program, personnel management, facilities planning, resource programming and budgeting; policy development and implementation; aviation safety and aircraft accident prevention programs; and aviation support for the accomplishment of various missions. Experience must also indicate your ability to provide technical management and supervisory direction over employees and aviation facilities; and provide program direction and staff leadership in the administrative of a comprehensive safety program that encompass a variety of high risk and hazardous operations. Education

Must possess an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
