Duties

Serves a member of the Defense Logistics Agency (DLA) Headquarters (HQ) Continuous Process Improvement (CPI) Program Management Office (PMO). Supplies technical guidance, counsel, and coaching to DLA Leadership, Sponsors, Champions, and Master Black Belts (MBB), Black Belts (BB), Green Belts (GB), and CPI event participants. Identifies and conducts just in time process improvement training to support project execution. Collaborates to achieve project results as defined by the charter utilizing appropriate CPI methodologies. Develops and maintains DLA-specific policy and procedural information. Responsible for reviewing contract performance against the terms and conditions of contracts/agreements to ensure contractor and government performance comply.

Qualifications

To qualify for a Management Analyst (Continuous Process Improvement), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade(General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Coaching employees in the application of lean six sigma employees (i.e. Master Black Belts, Black Belts, and Green Belts) or other improvement methodologies. Performing project management functions and using expertise to analyze opportunities for new projects. Leading process/performance improvement initiatives of progressively increasing complexity. Developing and maintaining policies and procedures for the guidance and control of Continuous Process or Performance Improvement program and contracting activities. Communicating orally and in writing to provide organizational CPI program level assessments, strong recommendations, and actionable findings. Using Qualitative and Quantitative analysis to monitor and improve CPI program effectiveness. Coaching employees in the application of lean six sigma employees (Black Belt and/or Green Belt) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
