The primary purpose of this position is to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers. Services includes financial management advisory services, financial services, budget operations, cost analysis, and resource management systems.

Duties

This position meets the requirements outlined in the OPM General Schedule Leader Grade Evaluation Guide, Part II, dated June 1998, and the duties includes but are not limited to ensure the organization's strategic plan; articulate and communicate team assignments and projects; lead the team in identifying workloads; train or arrange training of team members; monitor and prepare reports; represent the team in supervisory purposes; approve leave; resolve employee complaints; communicate team consensus; and intercede with the supervisor on behalf of the team to inform of performance management. Provides financial management expertise, leadership, technical advice, and guidance in performing a broad and extensive range of financial management program planning and analysis for complex programs, having extensive program and financial relationships with other programs. Financial Management efforts include all aspects of program planning, budget analysis, cost estimating, cost performance, cost analysis, Earned Value Management (EVM), and cost scheduling for an entire portfolio of programs that may entail extended program life cycle and technology advances to meet system objectives. Formulates, establishes, leads, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. In doing so, must review, analyze, interpret, and implement directives and policy from higher echelons. Exercises control over the maintenance of program repositories for all financial documents, developing multiple and complex funding. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Prepares and leads action plans for meeting annual call, Program Objectives Memorandum (POM) development, Five-Year Defense Plans (FYDP), and other requirements. Assesses, analyzes, leads, and evaluates contractors' progress by reviewing cost performance reports, and cost estimates prepared by industry to support selection of the industry sources and plans to be committed to development and production decisions. Modifies methods to track and analyze cost performance information. Tracks and evaluates costs to the technical accomplishments, program, and financial performance. Represents the organization at all levels within the government and at contractor/industry sites. Represents the Directorate in financial management matters at conferences, meetings, and contractor reviews to negotiate approval of proposals and recommendations, to provide advisory service on financial management problems of unusual difficulty, to coordinate various budgetary and cost aspects with other operating programs, and to ensure adequate financial support and/or funding. Consults with acquisition managers and executives to influence future policies and initiatives from a financial and program management perspective.

Requirements

  • Position may require the employee, within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report” and is required to attend annual ethics and procurement integrity training.
  • Position is acquisition coded; Selectee must complete required certification level 2 in Business Financial Management within 24 months of assignment.
  • Selectee must complete required Security Cooperation Workforce Development (SCWD) Certification

  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0501. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience such as the ability to perform and/or lead administrative work of a fiscal, financial management, accounting, or budgetary nature; to perform the full range of financial management functions including budget analysis, cost analysis, cost estimating, cost performance, earned value management, and cost scheduling; to provide financial management expertise for major acquisition decisions, solving difficult financial management problems, directing financial management activities and developing, recommending and implementing policies to achieve program objectives. The Ideal candidate is one who has at least 52 weeks of experience at the GS-12 level performing budgeting/forecasting, budget analysis, cost analysis, cost estimating, cost performance, earned value management, and cost scheduling. Federal Time-in-Grade (TIG): Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply." KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of knowledge in directing, developing, planning, coordinating, and evaluating agency-wide aerospace and other related weapon systems/subsystems acquisition cost and financial analysis/estimating/scheduling management options. In-depth knowledge of advanced statistical techniques applied mathematics, and economic analysis in order to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar technical interdependencies. 2. Mastery of knowledge of the financial environment including other service agencies, research organizations, private industry, and particularly other Air Force and DoD cost analysis organizations is required. This includes the knowledge of both federal government and private industry data sources and data utilization. 3. General knowledge in accounting, procurement, and business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractor obligations to the extent they affect cost. Awareness of engineering discipline in sufficient detail to allow effective interchange of information. 4. Ability to communicate effectively, both verbally and in writing. 5. Ability to manage several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
