The primary purpose of this position is to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC.

Duties

Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, and prepares schedules for completion of work Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with multiple organizations and agencies Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality

  • This is a Financial Management level 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements
  • This is an acquisition coded position. Selectee must complete required certification level 4 in Financial Management within 24 months of assignment

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in conducting activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives; interpret policy and regulatory requirements; analyze all major financial management and operational aspects of a program.; provide information and recommendations supporting realignment of authorities, or major re-allocations of staffing, funds, and other agency resources. In this position you will serve as the Air Force Materiel Command Centralized Asset Management (CAM) Chief of the Integration Branch. The incumbent will serve as a first-level supervisor, providing planning, directing, organizing, training, and exercising control over non-supervisory employees. Oversee funding distribution to over 100 program groups, flying hour program, execution and balancing for reimbursement/distribution and daily/monthly balancing across all Sub-Activity Groups (SAG). As the Major Command (MAJCOM) technical authority, the position provides financial management, accounting, funds control and FIAR advice and assistance on complex financial issues in support of all CAM entities. Provides accounting and financial management policy guidance and direction in support of all aspects of the Weapon System Sustainment and Flying Hour missions. Ideal Candidate: The ideal candidate is experienced in all aspects of financial management related to acquisition funding and non acquisition funding (such as budget formulation, budget development and/or execution, cost analysis) involved in high risk programs related to sustainment of aeronautical systems, subsystems, and/or equipment. Experience in funds control and reimbursable activities is desired. The candidate should have superior communication skills and the ability to build partnerships and lead an integrated team. Has demonstrated high levels of strategic thinking and leadership qualifications to include process improvements and data and analytics initiatives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC. Knowledge of EEO, safety and security regulations, practices, and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
