Primary Purpose: To deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with multiple organizations and agencies. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality. Serves as a technical expert for various ongoing or special one-time projects. Chairs special working groups to study and resolve major financial problems. ADDITIONAL INFO: In this position, you will serve as Chief of the Budget Execution Branch for HQ Air Force Materiel Command. This Branch predominantly oversees Operation and Maintenance funding, with a portfolio of $370M. The incumbent is responsible for programming for HQ AFMC Directorate overhead, as well as planning and executing both Directorate overhead and Command wide requirements that benefit AFMC enterprise-wide.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience financial management activities related to acquisition funding, budget formulation/development/execution, cost performance/estimating/scheduling, and associated cost analysis; researching and analyzing financial management laws and regulations; and ability to conduct studies and analyze data to resolve budget issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of 0MB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations. 2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides. 3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes. 4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues. 5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC. 6. Knowledge of EEO, safety and security regulations, practices, and procedures. 7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. 8. Ability to plan, organize, and direct the functions and staff of an organization. IDEAL CANDIDATE: -The ideal candidate provides leadership in performing a broad and extensive range of financial management program planning and analysis and responsible for all aspects of the formulation, development, and execution of budgets and financial plans in accordance with standard policy and procedural compliance and reporting for AFMC. -Has a firm grasp of the Planning, Programming, Budget, and Execution process and ideally would have experience in the Operation and Maintenance budget drills to include Execution Plan, Initial Distribution, Mid-Year Review, and End of Year Closeout. -Has demonstrated high levels of strategic thinking, strong teamwork and organizational and analytical skills through various Integrated Project Team (IPT) efforts, process improvement programs and data and analytics initiatives. -Experience with all stages of the accounting process from requirement generation, to execution of active funds, to contract closeout, and management of expired funds. Understands how to make data informed decisions and recommendations. Provides all levels with appropriate decision support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
