The primary purpose of this position is to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, and prepares schedules for completion of work
Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force
Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with multiple organizations and agencies
Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality

- A Master’s or advanced degree in Business Administration, Economics, Finance, Accounting or other related fields and a strong accounting background is highly desirable.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- This is a Financial Management level 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements
- This is an acquisition coded position. Selectee must complete required Certification Level 4 in Financial Management within 24 months of assignment
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is performing, supervise, and/or manage administrative work of a fiscal, financial management, accounting, or budgetary nature. Planning and carrying out the assignment; direct other functional specialists; resolve most of the conflicts that arise; coordinate the work with others as necessary; interpret policy and regulatory requirements; develop changes to plans and/or methodology; and/or provide recommendations for improvements in order to meet program objectives. Analyze all major financial management and operational aspects of a program. Provide information and recommendations supporting realignment of authorities, or major re-allocations of staffing, funds, and other agency resources.
In this position you will serve as the Chief of the Working Capital Fund (WCF) CSAG Supply and GSD Branch for HQ Air Force Materiel Command. This Branch predominantly provides oversight capability for WCF CSAG Supply and GSD activities, the Flying Hour Program and related funding. The position requires the ability to communicate with senior WCF Stakeholders to include CAM, AFSC, AFLCMC, SAF/FMBOR and ALCs. The incumbent must be able to provide strategic guidance at an enterprise level with an understanding of WCF budgetary processes. The incumbent will partner with the FMR Division Chief to ensure the WCF meets the Air Force's readiness demand signal through effective and efficient allocation of resources across the enterprise.
Ideal Candidate: The ideal candidate is experienced in all aspects of financial management related to acquisition funding (such as budget formulation, budget development and/or execution), cost performance, and associated cost analysis involved in complex, high-risk programs related to the development, acquisition, and sustainment of aeronautical weapon systems, subsystems, and/or equipment. Has demonstrated high levels of strategic thinking and leadership qualifications though various Integrated Project Team (IPT) efforts, process improvement programs and data and analytics initiatives. Experience with Air Force Working Capital Fund, other revolving fund management, or commercial business activity, oversight, audit, FIAR and budget execution is highly desirable as that is the primary responsibility of this position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of structure, programs, work methods, and systems of organizations for financial and accounting reporting.
2. Expert knowledge of the commonly used agency financial and accounting procedures, regulations, precedents, policies, and guides.
3. Comprehensive knowledge of Financial Improvement and Audit Readiness (FIAR) Plan.
4. Expert knowledge of DOD and USAF financial and accounting systems.
5. Ability to apply a variety of analytical methods and techniques to evaluate financial and accounting process.
6. Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
