The primary purpose of this position is to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates and external customers for the AFMC.
Duties
Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force. Coordinates plans and schedules with other organization managers and customers as appropriate.
This position provides technical and/or administrative direction to one or more subordinates in the supervisor's absence, but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline).
Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with multiple organizations and agencies.
Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality. Serves as a technical expert for various ongoing or special one-time projects.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience are conducts activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives; interpret policy and regulatory requirements; analyze all major financial management and operational aspects of a program.; provide information and recommendations supporting realignment of authorities, or major re-allocations of staffing, funds, and other agency resources..

In this position you will serve as the Air Force Materiel Command Financial Management Working Capital Fund Technical Advisor. The incumbent will partner with the FMR Division Chief to ensure the WCF meets the Air Force's readiness demand signal through effective and efficient allocation of resources across the enterprise. As the Major Command (MAJCOM) technical authority, the position provides financial management, accounting, and FIAR advice and assistance on complex financial issues in support of all HQ MAJCOM personnel (HQs and subordinate units). Provides accounting and financial management policy guidance and direction in support of all aspects of the MAJCOM worldwide mission. This position follows the HQ AFMC/FM Directorate policy on telework, which requires a minimum of three days of in-office presence at the duty location of HQ AFMC, Wright-Patterson AFB, Dayton, Ohio.
IDEAL CANDIDATE: The ideal candidate is experienced in all aspects of financial management related to acquisition funding (such as budget formulation, budget development and/or execution), cost performance, and associated cost analysis involved in complex, high-risk programs related to the development, acquisition, and sustainment of aeronautical weapon systems, subsystems, and/or equipment
Has demonstrated high levels of strategic thinking and leadership qualifications though various Integrated Project Team (IPT) efforts, process improvement programs and data and analytics initiatives.
Experience with Air Force Working Capital Fund, other revolving fund management, or commercial business activity, oversight, audit, FIAR and budget execution is highly desirable as that is the primary responsibility of this position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of 0MB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations.
2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.
3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes.
4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues.
5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management careerprogram and other development opportunities within AFMC.
6. Knowledge of EEO, safety and security regulations, practices, and procedures.
7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
8. Ability to plan, organize, and direct the functions and staff of an organization.
